  • 2023 Contract Negotiations

    7/1/2008-6/30/2012 contract

    -The employer shall not discriminate based on an employee’s use of the Federal Family Medical Leave Act.

    -The 6-month probationary period for new employees may be extended for up to an additional 6 months, but only with the union’s agreement.

    -The union successfully addressed a number of important longstanding issues concerning disciplinary due process rights for workers.  This includes employees being notified of their right to union representation, the right to documentation pertinent to the investigation, and the right to be notified when the investigation is closed.

    -No employee will be laid off until any temporary employee in a position performing substantially similar duties within the organizational unit and/or work location are terminated.

    Wage increases

    1/1/09 1.5%

    7/1/09 2.5%

    1/1/10 2.0%

    7/1/10 2.0%

    1/1/11 2.0%

    7/1/11 4.0%

    1/1/12 1.25%

    TOTAL 15.25% over this contract period!!!

    7/1/12-6/30/15

    -Effective 7/1/13, longevity pay increased from $25 to $75 for employees who attain 10 years continuous service and have three or more years of creditable service on Step 8 in the same or higher step grade.  Effective 7/1/13, longevity increased from $25 to $100 for employees who attain 15 years of continuous service and have three or more years of creditable service on Step 8 in the same or higher pay grade.

    -Negotiators on behalf of AFSCME thwarted efforts to increase employee medical/insurance costs by an estimated $10,000+ per employee over the period covered by that contract.  Under the CMS proposed plan at that time, retirees would have seen an increase, causing the cost of their insurance premiums to rise to MORE THAN 20% of their pension income.  Through negotiations, retirees faced only a small fraction of that proposed cost.  Effective 7/1/14 (Vision) new lenses will be covered on an ANNUAL basis.

    And of course, who can forget the wage increases won during that last contract negotiation period?

    Effective Jan 1 2020:  1.5%   (or .015)

    Effective July 1 2020: 2.1%  (or .021)

    Effective July 1 2021: 3.95%  (or .0395)

    Effective July 1 2022:  3.95%  (or .0395)

    AS WELL AS the new increase in maternity/paternity PAID leave time from 4 weeks to TEN WEEKS, and the two days of bereavement leave, that are now available for members annually.
